The following cities were accepted as Candidate Cities to host the XXI Olympic Winter Games in 2010 by the International Olympic Committee (IOC) Executive Board on 28 August 2002 (in the order of drawing of lots):
On 27 September 2002, the city of Bern withdrew its candidature to host the XXI Olympic Winter Games in 2010.
The Candidate Cities were selected after a study of their application was made by a working group comprising IOC administration members and external experts. An assessment was made of each Applicant City's ability to stage high-level, international, multi-sport events and their ability to organise quality Olympic Winter Games in 2010, against a set of 11 technical assessment criteria: Government Support and Public Opinion, General Infrastructure, Sports Venues, Olympic Village, Environmental Conditions and impact, Accommodation, Transport, Security, Experience from past sports events, Finance and General Concept.
The three remaining Candidate Cities submitted their candidature file to the IOC in January 2003. The candidature files were then analysed in detail by the IOC Evaluation Commission, which also made inspections of the Candidate Cities, before issuing a report in May 2003.
The final decision on the Host City for the XXI Olympic Winter Games was made by the full IOC membership during the 115th IOC Session in Prague on 2 July 2003.
